-
-
February 6, 2002
NIr. Thomas Paschke
Planner
City of Roseville
2660 Civic Center Drive
Roseville, MN 55 113
Dear NIr. Paschke:
3535 Vadnais Center Drive, St. Paul N1N. 55.1.1p:596 651.490.2000 651.490.2150 FAX
a r c h t r e c r u r e engineering • environmental . transportation
RE; Roseville, NTinnesota
AS1 and VSI Construction Proposal
Lengton Avenue and Roselawn Avenue
SEH No. A-ROSEV9801 .00
We hae reviewed the site plan for the mixed use planned unit development for the southeast comer
of Lexington Avenue and Roselawn Avenue. The development consists of a 22-unit apartment
complex for the handicapped and a two-story office building.
The apartment unit should generate appromately 130 vehicle trips per day. Of these,
approximately 13 will be in the P.M Peak Hour and 11 in the AM Peak Hour.
The office building could generate a range of trips depending upon the specific uses. If the uses are
primarily medical, such as dentists or chiropractors, the development could generate up to 700
vehicle trips per day. This would include appromately 70 in the P.M Peak Hour and less than 50
in the AM Peak Hour. If however the development were occupied more by accountants, attorneys,
and other more passive uses, the number could be as low as 250 trips per day. For analysis
purposes, we assumed the 700 trips which would be the maximum trip load.
Traffic to and from the site will be oriented primarily to Lengton Avenue. We anticipate that the
residential traffic will be appromately 50 percent southbound and 30 percent northbound with the
remainder east or west on Roselawn Avenue. The office traffic should hae a higher percent to the
north and u the west than residentiai. `With these assignments for trip distribution, the foliowing
volumes can be assumed to be generated by the proposed development.
Lengton Avenue to the north will see an additional 285 vehicles per day. In the AM Peak Hour
there will be appromately 20 additional vehicles and 29 in the P.M Peak Hour.
Lengton Avenue to the south will have an additional 346 vehicles per day with appromately 26
in the AM Peak Hour and 39 in the P.M Peak Hour.
Roselawn Avenue to the west will hae 118 additional vehicles each day with 9 in the AM Peak
Hour and 12 in the P.M Peak Hour. Roselawn Avenue to the east will hae 83 additional vehicles
per day with 6 in the AM Peak Hour and 8 in the P.M Peak Hour.
Short Elliott Hendrickson Inc. .
