Planning File 3224: A request by Accessible Space Inc. and VSI <br />Construction for consideration of a Preliminary Plan and General <br />Concept Plan for a planned unit development to allow construction <br />a three-story 22-unit handicapped housing and a two-story 16,000 <br />square foot general office building on the two-acre, three-parcel site <br />the southeast corner of Lexington Avenue and Roselawn Avenue. <br />Chair Duncan opened the hearing and requested Dermis Welsch provide <br />background as per the project report dated February 6, 2002. <br />of <br />at <br />AS1 (Assessable Space Inc.) and VSI Construction seek approval of a <br />General Concept Plan for a mixed-use planned unit development on the <br />former Kath (Phillips 66) gas station site and the 2 adj oining parcels (4 <br />total parcels). The applicants proposes to construct a 17,911 square foot <br />(gross building size) two-story office building for medical/dental and other <br />general office use in the northwest portion of the site and a 23,900 square <br />foot (gross building size) three story 22 unit apartment complex for the <br />physically handicapped in the northeast portion of the site. The property <br />would be rezoned from B 1, Limited Business District, B-2, Limited Retail <br />District, and B-3, General Business District to Planned Unit Development <br />with an underlying zoning of B- 1, Limited Business and R-3 General <br />Residence District. A Comprehensive Plan amendment (March) to clarify <br />land use is necessary. <br />Chair Duncan opened the hearing and asked for comments from the <br />public. <br />Mike Cronin representing Accessible Space, described the neighborhood <br />meeting held in January. The participants were supportive of offices <br />rather than retail uses. The apartment building will focus on providing <br />housing for residents with physical handicaps. He said he found the uses <br />compatible, especially with use limitations and regulations of the site. <br />Brent Thompson, VSI Construction, explained the office building would <br />house doctors, dentists, accountants and other professionals in an office <br />condominium with four to six ownerships. Care and maintenance will be <br />done in common. <br />Member Mulder asked for details of the ten-foot setback Brent <br />Thompson said setbacks from the property line will be "0" but could be <br />changed. The setback from the curb is 20' from the Roselawn side and <br />30' from Le�ngton, with a setback from the sidewalk to the building wa11 <br />of varying dimensions. Member Mulder said he was not comfortable with <br />a zero setback. <br />
