4.6 Each of the property owners identifies the number of stalls allowed for use by the State Fair. <br />This number is dependent on site activities, weddings and funerals. For instance, the Roseville <br />Senior High School site is lost for two days due to teachers' meetings. As for working around <br />religious service schedules, Corpus Christi, St. Rose, and St. Michael are weekday only sites <br />with Corpus Christi allowing some Saturday and Sunday after 1 p.m. parking. Grace, <br />Covenant, and Bethany are weekday and Saturday only sites. <br />5. o STAFF FINDINGS: <br />5.1 The proposed interim use (two weeks per year) of the property for temporary off-street parking <br />of vehicles and bus transportation to the Fair Grounds will have a minimal impact on each <br />site's parking and traffic in the area. Most activity will take place during off-peak hours. <br />5.2 The proposed interim use of the property for temporary off-street parking of vehicles and bus <br />transportation to the Fair Grounds will not have an impact on parks, streets and other public <br />facilities. Each site will have temporary bathroom facilities and there is no need for use of <br />public or private utilities. Bus pick-up for St. Rose is from Hamline Avenue; Corpus Christi <br />from Fairview Avenue; St. Michael from County Road B; and for all other park and ride lot <br />buses enter the site and pick-up generally by the tent. <br />5.3 The proposed interim use of temporary off-street vehicle parking and bus transportation to the <br />Fair Grounds on the property is an appropriate use of the site and is a compatible use with <br />contiguous properties. Traffic volumes in the area will increase slightly during the two-week <br />period, but measures will be taken to use only collector and arterial streets, not local residential <br />streets. <br />5.4 The proposed interim use of the property far temporary off-street parking of vehicles and bus <br />transportation to the Fair Grounds will not have an adverse impact on the market value of <br />contiguous properties. <br />5.5 The proposed interim use of the property for temporary off-street parking of vehicles and bus <br />transportation to the Fair Grounds will not have an adverse impact on the general public health, <br />safety and welfare. <br />5.6 The proposed interim use of the property for temporary off-street parking of vehicles and bus <br />transportation to the Fair Grounds is consistent with the City of Roseville's interim use <br />standards. <br />6.0 DETAILED STAFF RECOMMENDATION: <br />6.1 Based on the information provided in this project report, the Community Development Staff <br />recommends approval of a combined (seven) Interim Use Permit to allow temporary off-street <br />parking of vehicles and bus transportation to the Fair Grounds for Bethany Baptist Church, <br />Church of Corpus Christi, Grace Church of Roseville, Roseville Covenant Church, Roseville <br />Area High School, St. Michael's Lutheran Church, and The Church of St. Rose, in conjunction <br />with the Minnesota State Fair, subject to the following conditions: <br />PF3370 RCA (03/04102) — Page 3 of 6 <br />
