A. The hours of operation at each of the seven sites are limited from 8 a.m. to midnight during the 12-day Minnesota State Fair, B. Each site must have a minimum of one portable restroom that is cleaned on a regular basis (every four days). c. Each site must have trash containers appropriately placed throughout the site to encourage use. Each trash container must be emptied daily. l�. Each site must be monitored (walked by volunteer staf� hourly between the hours of 8 a.m. and 7 p.m. and every half hour between the hours of 7 p.m. and midnight. E. Each site is allowed directional signage and a"lot full" not exceeding 28 inches by 36 inches. Directional signage must be placed on the site directing users away from local residential streets. Set-up and takedown of directional signage and other pertinent information must take place daily. �'. All bus traffic must take place on collector or arterial roads. G. The Interim Use Permit for Bethany Baptist Church will be reviewed in 2003 to determine whether adjacent property owner concerns have been properly addressed. H. The Interim Use Permit for Church of Corpus Christi, Grace Church of Roseville, Roseville Covenant Church, Roseville Area High School, St. Michael's Lutheran Church, and The Church of St. Rose does not have an annual review component. L The City has the ability, should certain altercations, events, or issues arise, to shut down a lot if deemed necessary by the City Manager or his/her assignee. J. The Community Development Staff, based on citizen complaints, will administratively review each ILJP to determine whether modifications are necessary and forward for appropriate action. K. All seven of the Interim Use Permits have a five-year time line expiring in September 2006. L. Each site must have a certificate of insurance with the Minnesota Risk Management Division for liability. 7.0 PLANNING COMMISSION ACTION: 7.1 On February 6, 2002 the Roseville Planning Commission held the public hearings regarding the seven requested Interim Use Permits by the Minnesota State Fair, At the hearing five adjacent property owners (two from Bethany Baptist Church; one from Church of Corpus Christi; and two from the Church of St. Rose) addressed the Commission. Some of the concerns raised by adjacent property owners pertained to bus movements along Cleveland Avenue (Bethany) and Hamline Avenue (St. Rose), the location of portable restroom, and monitoring during he late evening hours.
