A-5 <br />Future of the Roseville Fire Department <br />Decision Points <br />Page 1 of 2 <br />Strategic Plan <br />Current The fire department has developed the draft of a lo-year strategic plan <br />Status that guides the future services, operations, training equipment, facility <br />and budget needs. The fire department is seeking the approval of <br />Council to complete the lo-step process. <br />Issues To develop the plan, the department needs direction from Council on <br />key issues. <br />Opfions 1. Fire department operates without a strategic plan. <br />2. Council recommends a different process to develop a plan. <br />3. Council approves the proposed lo-step process and gives direction to <br />the fire department on key issues. <br />Current <br />Statu s <br />[ssues <br />Options <br />Current <br />St�th� <br />Number of Fire Stations <br />The fire department operates from three fire stations. <br />The number of fire stations is dependent on other decision points that <br />need to be determined prior to deciding how many fire stations and <br />their locations. <br />The options for fire stations and locations are driven by the following <br />decisions: <br />1. Desired Insurance Services Organization rating <br />2. Fire department provided Emergency Medical Services <br />3. Career staffing for the tire debartment <br />Insurance Services Organization Rating <br />urance Services Organization rates fire departments. The rating <br />then determines the insurance premium rates that residential, <br />commercial and industrial properiy owners pay for hazard insurance. <br />In February 2002, the fire department was rated a CLASS 3. It takes a <br />score of 80.00 to become Minnesota's first, and only, CLASS 2 city. <br />The department's 2002 score was 79.36. <br />I Issues If the tire department would achieve a CLASS 2 rating, it would mean <br />a substantial sa�ings in insurance premiums for Roseville's businesses. <br />Options 1. Council decides that CLASS 3 is adequate. <br />2. Council decides that improving to CLASS 2 is desired. <br />a. A commitment to career staffing would achieve a CLASS 2 <br />rating within one year. <br />b. The department can achieve CLASS 2 without staffing but it <br />could take 4-5 vears. <br />
