Future of the Roseville Fire Department <br />Decision Points <br />Page 2 of 2 <br />Emergency Medical Services <br />Current First responders are provided by the Roseville Police Department, <br />Status where officers are trained to the "First Responder" level. The fire <br />department could provide a higher level of service by responding to <br />medical ca11s with "Emergency Medical Technicians" and eventually <br />"Paramedics". <br />Issues The quality of service provide by Allina has suffered two major <br />setbacks: <br />. Reduced coverage from two paramedics on each ambulance to <br />one paramedic on each ambulance. <br />. Moved base of operations from Roseville to Vadnais Heights, <br />adversely affecting response times. <br />. Reductions in staffing ha�e caused Allina to be unable to <br />respond to ca11s in Roseville, requiring an ambulance to <br />respond from Hennepin County. <br />Options 1. Fire department provide EMT-Paramedic first-responder service. <br />2. City discuss/negotiate with Allina, St. Paul Fire Department or other <br />agencies to contract (for a fee) to provide fire and/or EMS services. <br />3. Require police to advance their level of training to EMT-Paramedic. <br />Staffing <br />Current The fire department is currently a paid-on-ca11 department that does <br />Status staff one of the fire stations appro�mately 60% of the time. <br />Issues Service provided to the residents and businesses of Roseville is not <br />consistent, based on whether the fire station has a crew on duty or not. <br />If the fire department provides emergency medical services it will be <br />essential that staffing is on-duty 24 hours a day. This can be <br />accomplished by using a combination of full-time and paid-on-call <br />staffing. <br />Options 1. Continue to staff using paid-on-call personnel and do not provide <br />emergency medical services. <br />2. Use a combination of full-time and paid-on-ca11 staffing to provide <br />emergency medical services (and other services) and to improve the <br />Insurance Services Organization rating. <br />
