Presentation by Housing Partners: <br />The f'ollowing housing partnerswill provide a brief' summary of' their activity in Roseville in 2001 <br />and goals and objectives for 2002. <br />. Commissioner Jan Wiessner, Ramsey Couny <br />o Deferred loan programs, First Time Home Buyer programs, Housing Endowment Fund and <br />2002 Housing Priorities. <br />• Cecile Bedor, Metropolitan Council <br />o Family Housing Program <br />5.0 Introduction of the establishment of a Housing & Redevelopment Authority (HRA) <br />. The long-term viability for continuation of the level of service and program income dedicated to <br />housing in the City of Roseville is a major focus for 2002. Establishing a Housing & <br />Redevelopment Authority (HRA), using the powers established by State Statutes section 469.001 <br />to 469.047, is an option to explore for possible implementation in 2002. <br />. The goals for establishing an HRA as outlined in the State Statute include the following: <br />(1) to provide a sufficient supply of adequate, safe, and sanitary dwellings in order to <br />protect the health, safety, morals, and welfare of the citizens of this state; <br />(2) to clear and redevelop blighted areas; <br />(3) to perform those duties according to comprehensive plans; <br />(4) to remedy the shortage of housing for low and moderate income residents, and to <br />redevelop blighted areas, in situations in which private enterprise would not act <br />without govemment participation or subsidies; and <br />(5) to provide housing for persons of all incomes. <br />. The powers of an HRA, as outlined in 496.012, include some of the following: <br />(1) Acquire, sell or lease real or personal property; <br />( 2) provide loans, grants or other sources of funding; <br />(3) manage and develop various housing programs, plans and studies; <br />(4) cooperate with or act as agent for the federal government, the state or any state public <br />body; and <br />(5) rehabilitate buildings and improvements, enforce laws, codes, and regulations relating <br />to the use of land and the use and occupancy of buildings and improvements, and <br />(6) repair, rehabilitate, demolish, or remove buildings and improvements. <br />. An HRA also has levy powers which may be a resource the City would like to evaluate to help <br />stabilize the long term funding source for reinvestment in Roseville's housing stock. Currently <br />Roseville is limited to what type and level of housing program assistance it can provide and fund. <br />Dollars for the current housing fund come from grants, loan repayments, interest income and <br />one percent of industrial development and housing revenue bond fees that are approved.
