MAINTENANCE <br />Maintenance is a cost-effective measure to extend the useful street life of a <br />particular roadway and to delay street reconstruction needs. Maintenance <br />projects shall include but are not limited to the following: <br />. Crack Sealing - Placement of petroleum-based material in the cracks of a <br />bituminous surfaced street for the purpose of eliminating the flow of water from <br />the surface to the aggregate base material below. <br />Bituminous Seal Coating - Placement of petroleum-based material and <br />aggregate on an existing bituminous surfaced street for the purpose of filling <br />cracks and covering mild wear. <br />. Bituminous Surfacing Patching - Repair or replacement of existing bituminous <br />surfacing or portions of surfacing which has deteriorated. <br />Assessable Costs. Maintenance improvements are not assessable costs. <br />D. APPURTENANCES <br />Appurtenances are items such as sidewalks, street lighting, or trees that are often <br />encountered during street improvement projects. <br />Policy. Appurtenances to new street construction, street reconstruction or <br />resurfacing projects shall be included in the cost of the street improvement <br />project and assessed according to those methods and policies. <br />Appurtenances constructed or provided separate from new street <br />construction; street reconstruction or resurfacing projects shall be <br />assessed 100% of the entire project cost. <br />SECTION 6: SANITARY SEWER AND WATER IMPROVEMENTS <br />A. SANITARY SEWER AND WATER • MAINS AND TRUNKS <br />Repair and replacement of sanitary sewer or water mains are usually done in <br />conjunction with a street improvement project, when needed. <br />Assessable Costs. New Sanitary sewer and water main improvements <br />are 100 percent assessed to benefiting properties. Replacement sanitary <br />sewer and water main improvements are not assessable costs. <br />10 <br />
