CITY OF LAUDERDALE <br />ASSESSMENT POLICY MANUAL <br />Advertisement for Bids. If the estimated cost of the improvement exceeds <br />$25,000, bids must be advertised for in the legal newspaper and such <br />other papers and for such length of time as the City Council deems <br />desirable. If the estimated cost of the improvement exceeds $100,000, <br />the advertisement must be in a paper published in a first class city or in a <br />trade paper not less than three (3) weeks before the last date of the <br />submission of the bids. The notice must contain the following information: <br />a.) the work to be done; <br />b.) the time when the bids will be publicly opened, which must not be <br />less than ten (10) days after the first publication of the <br />advertisement when the estimated cost is less than $100,000, and <br />not less than three (3) weeks after publication in all other cases; <br />and <br />c.) a statement that no bids will be considered unless they are sealed <br />and accompanied by cash, a cashier's check, bid bond, or certified <br />check for such percentage of the bid as specified by the City <br />Council. <br />[See "Resolution Approving Plans and Specifications and Ordering <br />Advertisement for Bids" attached in the Appendix as Form 9] <br />Award of Contracts. The City Council must either award the contract to <br />the lowest responsible bidder or reject all bids. The contract must be <br />awarded no later than one year after the adoption of the resolution <br />ordering the improvement, unless the resolution ordering improvement <br />specifies a different time limit. <br />[See "Resolution Accepting Bid" attached in the Appendix as Form 12] <br />[See "Sample Contract" attached in the Appendix as Form 13] <br />If : <br />a.) the initial cost of the entire work does not exceed $25,000; <br />b.) if no bid is submitted after advertisement; or <br />c.) if the only bids are higher than the engineer's estimate; <br />the City Council may purchase the materials and order the work done by <br />day labor or in any manner it deems proper. If the estimated cost exceeds <br />$10,000, the work must be supervised by the City Engineer or some other <br />qualified person. <br />17 <br />
