The first method is by a petition of the affected <br />property owners. The petition must be signed by the owners of not less <br />than 35 percent of the frontage of the real property abutting the <br />proposed improvements. The second method is to initiate the <br />� <br />proceedings by City Council direction, in which case no petition is <br />needed. An outline of the public improvement process is provided in <br />the Appendix. <br />
