m) Petition for Non-Programmed Projects <br />� The City of �Arden Hills has established a formal capital <br />improvement program for street reconstruction and rehabilitation <br />p rojects. It is the intent of the City to generally follow this <br />established program. Petitions from property owners requesting <br />non-programmed proj ects will be accepted by the Arden Hills City <br />Council. Generally, the assessment rate for non-programned <br />improvement projectsinitiated by petition of the affected <br />r,- property owners shall be two times the standard assessment rate. <br />However, the City Council may, at their discretion, establish the <br />assessment rate for non-programmed proj ects at a rate other than <br />two times the standard rate. <br />fl) Improvements t0 ROadways not under City Jurisdiction <br />� Properties which abut roadways not under City j urisdiction, but <br />receiving reconstruction or bituminous overlay improvements shall <br />be assessed by the City. The assessment rate levied against these <br />properties shall be the same as those established for City <br />reconstruction or bitwninous overlay projects. <br />2. Assessment Units <br />The following definitions refer to the assessment units to be used when <br />determining various assessment rates as described in the remaining <br />sections of this assessment manual. Examples of calculating front <br />footage for various types of lot configurations are provided in the <br />Appendix. . <br />d) Lot Unit <br />A lot un it is defined as a platted single fdttilly residential lot <br />�which, in accordance with Arden Hills zoning and subdivision <br />� <br />f regulations, cannot be further subdivided. <br />a <br />
