PURPOSE <br />The purpose of the city's street mainter�nce program is to keep the community's <br />streets in a condition that is safe for normal travel and to program needed <br />improvements in a logical and fiscally responsible manner. <br />B. BASE YEAR <br />The base year for street assessments under the Pavement Management Policy <br />will be those costs assessed in 1999. Starting in 2000 and each year thereafter, <br />the assessments will be increased by the construction cost index for the previous <br />year in the metropolitan Twin Cities area. <br />C.
