202.12 <br />202.13 <br />Subd. 5. Collection from Railroads and Public Utilities: The City may collect the amount due on <br />account of the right of way of any railroad or privately owned public utility by distress and <br />sale of personal properiy in the manner provided by law in case of taxes levied upon <br />personal property or by suit brought to enforce the collection of this indebtedness unless a <br />different method of collecting such amounts is provided for by a contract between the owner <br />of any right of way and the City. (1988 Code $26.10) <br />Subd. 6. Partial Prepayment of Assessments: Any person desiring to partially prepay any <br />assessment for a public improvement, the assessment roll of which has been certified to the <br />Ramsey County Auditor for collection with general taxes, the County Treasurer and the <br />County Auditor are hereby authorized to establish whatever procedure is necessary to make <br />possible the payment of said balance to said County officials in lieu of paying same to the <br />Municipal Finance Director/Treasurer as provided for by subdivision 7 of this Section. The <br />County officials are hereby designated as agents of Mounds View to collect such <br />assessments, and the mechanics therefor sha11 be set up by the County Auditor, County <br />Treasurer and the Municipal Clerk-Administrator so that the intent and purpose of this <br />Chapter can be accomplished. (1988 Code $20.04) <br />Subd. 7. Payment of Remaining Unpaid Installments: Any person desiring to pay the remaining <br />unpaid installments of an assessment for a public improvement, the assessment roll of which <br />has been certified to the Ramsey County Auditor for collection with general taxes, the <br />County Treasurer and the County Auditor are hereby authorized to establish whatever <br />procedure is necessary to make possible the payment of said balance to the said County <br />officials in lieu of paying same to the Municipal Finance Director/Treasurer as provided in <br />Minnesota Statutes, section 429.061, subdivision 3, as amended. The said County officials <br />are hereby designated as agents of Mounds View to collect such assessments, and the <br />mechanics therefor shall be set up by the County Auditor, County Treasurer and the <br />Municipal Clerk-Administrator so that the intent and purpose of this Chapter can be <br />accomplished. (1988 Code $20.05) <br />202.13: DEFERRED PAYN�NT OF ASSESSMENTS: <br />Subd. 1. Senior Citizens Hardship Special Assessment Deferral: After making a special <br />assessment, the Council may, at its discretion, defer the payment of that assessment for any <br />homestead properiy owned by a person si�ty five (65) years of age or older for whom it <br />would be a hardship to make the payments. The Council shall adopt a resolution establishing <br />standards and guidelines for determining the e�stence of a hardship relative to any special <br />assessment adopted under this Chapter. Such standards and guidelines sha11 be made in a <br />nondiscriminatory manner and sha11 not give the applicant an unreasonable preference or <br />advantage over other applicants. (1988 Code $26.18) <br />
