202.13 <br />202.14 <br />Subd. 2. Procedure to Obtain Deferred Assessment: The eligible homeowner sha11 make <br />application for deferred payment of special assessments on forms prescribed by the Ramsey <br />County Auditor. Where the deferred assessment is granted, the Auditor shall record a notice <br />thereof with the County Recorder which sha11 set forth the amount of the assessment. The <br />Council may determine by resolution the amount of interest, if any, on the deferred <br />assessment, and this rate shall be recorded by the Auditor along with and in the same <br />manner as the amount of the assessment. (1988 Code $26.19) <br />Subd. 3. Termination of Right to Deferred Payment: The option to defer the payment of special <br />assessments shall terminate, and all amounts accumulated, plus applicable interest, shall <br />become due upon the occurrence of any of the following events: <br />a. The death of the owner; provided, that the spouse is otherwise not eligible for the benefits <br />hereunder; <br />b. The sa1e, transfer or subdivision of the properiy or any part thereof; <br />c. If the property should, for any reason, lose its homestead status; or <br />d. If, for any reason, the Council shall determine that there would be no hardship to require <br />immediate or partial payment. (1988 Code $2620) <br />202.14: SERVICE CHARGES; SPECIAL ASSESSMENT AGAINST BENEFITTED <br />PROPERTY: <br />Subd. 1. Properiy Owner or Occupant: The Council may place the primary responsibility upon <br />the properiy owner or occupant to do the work authorized herein themselves, except in the <br />case of street sprinkling or other dust treatment, a11ey repair, tree trimming care and <br />removal or the operation of a street lighting system, upon notice before the work is <br />undertaken. <br />Subd. 2. Service Cost Assessments: As authorized under Section 8.05 of the Charter, the Council <br />may provide by ordinance that the cost of City services to streets, sidewalks or other public <br />or private property may be assessed against property benefited and may be collected in the <br />same manner as special assessments. Such costs shall not be deemed to be " special <br />assessments" for the purposes set forth in Section 8.03 of the Charter. Such City services <br />sha11 include, but not be limited to, the cost of snow, ice or rubbish removal from sidewalks, <br />weed elimination from streets or private properiy, removal or elimination of public health or <br />safety hazards from private property, installation or repair of water service lines, street <br />sprinkling or other dust treatment of streets, the trimming and care of trees and the removal <br />of unsound trees from any street, the treatment and removal of insect infested or diseased <br />trees on private properiy, the repair of sidewalks and alleys or the operation of a street <br />lighting system. <br />
