NM I-35W CORRIDOR COALITION <br />2001 ANNUAL REPORT <br />N1�T I-35`�� <br />Corridor Coalition <br />The seven suburban communities of Arden <br />Hills, Blaine, Circle Pines, Mounds View, <br />New Brighton, Roseville and Shoreview <br />formed the North Metro I-35W Corridor <br />Coalition in late 1996. Ramsey County <br />joined the Coalition as a full voting member <br />in 2001. <br />Coalition's Vision, Core Values and <br />Operatin� Principles I <br />Vision: To act toge er m new ways; <br />providing leadership for better outcomes for <br />people and the development of innovative <br />options for effective municipal government. <br />Core values: Coalition members agree to <br />support the following values and standards. <br />As a Coalition our intentions are to: <br />♦ Hold shared regional goals, outcomes <br />and principles <br />♦ Be committed to exploring new <br />ideas/concepts — to think differently <br />♦ Achieve more/better results together <br />than we could alone <br />♦ Act from a win/win position — no <br />individual municipal loss or <br />disproportionate costs when members <br />make decisions that fulfil member values <br />♦ Maintain individual municipal autonomy <br />♦ Ensure improved transportation and <br />other mutual benefits <br />♦ Save money for member citizens <br />♦ Not create another level of <br />government/bureaucracy <br />Individual Members committed to: <br />♦ Open communication about <br />development opportunities <br />♦ Explore commonalties rather than <br />differences <br />♦ Think beyond municipal boundaries <br />♦ Innovative opportunities <br />Date: April 8, 2002 <br />Item: WS II. A. <br />♦ Make decisions in the context of mutual <br />and long-term benefits (one member not <br />benefiting at the expense of the others) <br />♦ Seek and support solutions gained <br />through leadership and cooperation and <br />not through regulation/coercion or force <br />♦ Identify and act strategically in areas <br />where minor changes allow public and <br />private investment dollars to better used <br />(leverage opportunities) <br />♦ Position the Coalition to continually <br />explore new partnerships <br />♦ Focus on new solutions from multiple <br />perspectives — not exclusively "projects" <br />♦ Seek tangible impacts (outcomes) <br />♦ Use livable communities, thoughtful, <br />coordinated growth values based on <br />logical, reasonable relationships <br />� Coalition Objectives i <br />The Coalition is committed to construct an <br />inter jurisdictional planning and development <br />framework that is integrated and coordinated <br />at the municipal leveL The effort has four <br />primary objectives: <br />♦ Expand conventional land-use planning <br />methods by applying livable community <br />and subre�ional �rowth obiectives; <br />♦ Approach physical, social, and economic <br />development issues on an inte�rated and <br />multifaceted basis� <br />♦ Work at a subre�ional level to bridge the <br />gap between regional policies and local <br />circumstances; and <br />♦ Implement the Metropolitan Council's <br />Regional Blueprint and its Growth <br />policies and strategies. <br />Public and Private Partnerships i <br />
