<br />2001 ANNUAL REPORT
<br />During 2001 the Coalition continued to
<br />receive both public and private funding and
<br />other in-kind assistance to implement its
<br />Work Plans. These partnerships validate the
<br />importance of working together toward a
<br />subregional model for planning. Partners
<br />include: Design Center for American Urban
<br />Landscape — University of Minnesota,
<br />Hubert H. Humphrey Institute, Minnesota
<br />Legislature, Anoka County, Ramsey
<br />County, McKnight Foundation, Surdna
<br />Foundation, Metropolitan Council,
<br />MetroGIS, MnDOT, Xcel Energy (formerly
<br />NSP), Reliant Energy (formerly
<br />Minnegasco) and SRF Consulting Group,
<br />Inc.
<br />Coalition Organizational Structure i
<br />The Coalition conducts its business under a
<br />7oint Powers Agreement and related by-
<br />laws. The Coalition has a Board of
<br />Directors comprised of 14 members. Each
<br />city has the authority to appoint two voting
<br />board members. Coalition officers in 2001

<br />Coalition 2001 Major Accomplishments
<br />Major accomplishments in 2001 include:
<br />Subre�ional Growth Study
<br />(a.k.a. Coalition Buildout Study)
<br />A three-year Coalition study initiative with
<br />primary funding from the Met Council
<br />Livable Community Demonstration
<br />Account.
<br />First year work generated three conceptual
<br />growth scenarios for the Coalition. One
<br />scenario followed current suburban growth
<br />trends, while two explored use of Smart
<br />Growth principles. Year Two of the
<br />Buildout Study focused on:
<br />1 development of a subarea transportation
<br />model that functions in tandem with the
<br />regional transportation model and
<br />methods for refining and calculating
<br />Smart Growth land uses at the
<br />subregional scale;
<br />♦ refinement of the conceptual scenarios
<br />produced in Year One into two growth
<br />options: conventional suburban
<br />development and Smart Growth; and
<br />♦ preparation of data to support running
<br />the subarea transportation model.
