4.0 PROJECT SPECIFICS: <br />4.4 County Road C is an important east/west arterial serving Roseville. Because it provides <br />access to major commercial, industrial and civic properties, it is considered by many to be <br />Roseville's "Main Street". As part of its capital improvements program, Ramsey County <br />plans to reconstruct County Road C, from I-35W to O�ord Street (just east of Le�ngton <br />Avenue) in a two-phase project, with completion dates in 2003 and 2004 respectively. <br />4.5 Numerous land use changes are currently being contemplated along County Road C, <br />including the Twin Lakes Redevelopment Area, the Tower Place Redevelopment Area and <br />Roseville's City Center. These changes, along with the County's proposed street <br />reconstruction proj ect, present a unique opportunity to upgrade the urban design elements <br />of the County Road C corridor commensurate with its community significance. The first <br />step in implementing such a change is to develop an overall urban design master plan for <br />the County Road C corridor. <br />4.6 In anticipation of the County's reconstruction project, the City Council authorized the <br />preparation of a master plan for County Road C from I-35W to Rice Street to investigate <br />upgrades to the urban design and streetscape. At the October 23, 2000 meeting the City <br />Council selected Dahlgren Shardlow and Uban, Inc. to work with a citizen task force to <br />prepare this master plan. At the 7anuary 17, 2001 meeting the Council appointed the Task <br />Force members shown on the attached list. <br />4.7 The Task Force members are fairly evenly distributed along the County Road C corridor, <br />and include both commercial and residential properties, This group has met eight times <br />over the past year, The Task Force also conducted an "Issues Forum" in April of last <br />year. This Public Open House invited properiy owners within ya mile of County Road C <br />to come in and help develop the goals and objectives for this corridor. Appro�mately 65 <br />people attended this session. Four other public meetings have been held, two with <br />properiy owners from James Addition regarding access, another with business owners <br />regarding access, and one Phase I open house. There has been considerable public input <br />into this process and staff is interested in receiving feedback from the Planning <br />Commission on the Streetscape Framework Manual. The final draft has been submitted <br />for your review and comment. <br />5.0 POLICY IlV�LICATIONS: <br />5.1 The County Road C Task Force has put together a letter describing their goals for this <br />manual and the corridor; it has been included with the document. <br />5.2 It is anticipated that this plan will provide the framework for streetscape and design <br />elements incorporated into the reconstruction and redevelopment of County Road C. In <br />addition it will work in harmony with the other redevelopment plans in the corridor (Twin <br />Lakes, Tower Place, Rose Place, and City Center).
