Department Approval <br />Item Description: <br />Background <br />Request for Council Action <br />Manager Approval <br />•' ; i <br />Date: 5/6/02 <br />Item Number: vlll. c. <br />Agenda Section <br />Consent <br />Approving Contract for Compensation Study <br />The City of Roseville currently has in place a job evaluation and compensation system that was reviewed and <br />updated in 1997. The City has approximately 80 position descriptions of which approximately 65 <br />classifications are subject to the State of NIN Pay Equity Compliance requirements. <br />However, throughout the last five years there have been several changes in position classifications, new position <br />additions and compensation schedule adjustments. In addition, the City Council heard this spring about pay <br />rates for volunteer, paid-on-call firefighters and several Council Members encouraged us to do an independent <br />study of their pay. There is also a need to have the entire job evaluation and compensation system reviewed by <br />an outside professional expert. The City approved a budget of $9,000 in 2001 to conduct a compensation study <br />in 2002. Therefore in early March legal notice was posted and requests for proposal were sent out. The City of <br />Roseville solicited these proposals for professional services for the development and implementation of a job <br />evaluation and compensation system that meets Federal and State Compensation Standards as well as being <br />competitive in today's marketplace. <br />Evaluation of Proposals <br />The City received five proposals widely ranging in services e�tended and the costs of services ranging from <br />$15,500 to $47,483. Upon review of each proposal by a committee consisting of a representative of each city <br />unit, it was determined that three of the vendors should provide a presentation to the committee. <br />On Friday 4/19/02 the RFP compensation review committee got together and listened to the final presentations <br />of the three finalists for the bid. These finalists in the bidding process were Ma�cimus, Riley, Dettmann & <br />Kelsey, and Employers Association. <br />While Maximus provided the committee with many options to stay within the financial limits of $9,000 for the <br />project their options seemed to delete service as well. They proceeded to review the cost of each phase of the <br />project and allow for that phase to be eliminated from the scope of their service. It seemed to boil down to just <br />a review of what the City did on it's own for the sum of $9,000. Finally, the representative from Maximus <br />called me on Monday 4/22/02 to let me know that the other option would be to only buy a license to use the <br />Maacimus proprietary evaluation system and that would cost about $10,000 but there would be no service <br />provided with that other than some training on the system. <br />Another vendor that presented was Rod Kelsey from Riley, Dettmann & Kelsey who comes very highly <br />recommended within the other municipalities in the metro area. While Rod was informative and knowledgeable <br />about City compensation Structures his services were also limited by the $9,000 allotted budget. Rod indicated <br />in his presentation that he would a11ow the City to use his questionnaire and job description format, but the City <br />would do a11 of the work Rod would then review the information and use their evaluation methodology to <br />provide rankings and grades. He would also help with internal equity compliance but not e�ternal (Nlarket). <br />
