Although Rod's background is strong in the public sector and his system was found by the committee to be a <br />good one, he proposed to only provide one out of six of the originally proposed services for the $9,000 budget <br />limit. <br />The fmal presenter was the Employer's Association. It was discovered during the presentation that not only <br />does George Gmach have a tremendous amount of public experience thru being a previous co-owner of the <br />Stanton Group, but he also was part of the design committee for the original Stanton survey that we use for <br />market information here at the City. The Employer's Assoc. (EA) came in with the most bang for the buck. <br />They were the lowest bidder from the start. With City help on questionnaires and job descriptions they will <br />provide a complete service from start to finish of the project as well as a license to their evaluation system to <br />maintain and utilize in the future. It is believed by the committee that because the EA is a membership <br />organization that is sponsored by the Manufactures Association, they are able to contain costs better. <br />In closing then the RFP review committee proposes to utilize EA for the 2002 compensation study and to have <br />the City staff help in any way that is needed to complete this project to the best of our abilities. <br />Staff Recommendation <br />Staff recommends approval of Employer's Association for the 2002 compensation study. <br />Council Action Requested <br />Motion to approve retaining Employer's Association for an amount not to exceed the $9,000 budgeted to be <br />utilized for an independent compensation study. <br />
