Here is the information that is readily available.
. The City received $1,755,852.24 in MSA funds in 2001.
. The balance of MSA funds in the City's account as of December 3 1,200 1, was zero: that is, all funds
received were expended for approved projects.
. The balance of MSA funds as of December 3 l, 2001 that are being held by the State for the City's use
for permissible projects is $169,394.05.
With regard to other portions of your message, as well as your previous questions about MSA-related matters, as
you know we are trying to respond to information requests made by the City Council at its April 8' meeting.
We are preparing information that will describe the purpose of the MSA program, identify the permitted uses of
MSA funds, provide a review of the City's historical and current practices in the use of MSA funds, and show
the projected financial impact of changing current practices. We are planning on presenting this information at
the May b, 2002 Council Meeting, and believe that much of that information seems to be the type of information
you are interested in too. Hence, I will e-mail that Council report to you at the same time it is sent to Council
Members. That should be Thursday, May 2. Certainly you should also feel free to make your questions or
concerns known at the Council Meeting, as others may also find your comments and concerns beneficial.
Finally, your e-mail suggests that an understanding of the City's overall financial situation is an important
consideration in this policy discussion. I completely agree. I hope the Council makes a fully informed decision
on these assessment questions.
If you have any questions or concerns, Al, please feel free to call me or Chris Miller or Duane Schwartz.
Neal
-----Original Message-----
From: ESANDS2612@aol.com[mailto:ESANDS2612@aol.com]
Sent: Tuesday, April 09, 2002 11:06 AM
To: neal.beets@ci.roseville.mn.us
Cc: chris.miller@ci.roseville.mn.us; duane.schwartz@ci.roseville.mn.us; johnk@usfamily.net
Subject: MSA (state aid) funds; Forecasting debt retirement and borrowing.
Hello Neal,
Would you please answer the following questions relating to MSA funds at your earliest convenience,
hopefully by Thursday or Friday of this week by return e-mail:
1.
