I don't think its a good idea to evaluate assessment policies without some understanding of RoSeville'S <br />financial wealth, and resources available for road work other than assessing adjacent land owners. I want to get a <br />better picture myself, and I want the Council members to have a good idea of other alternatives. <br />These include the state aid funds, the $10 million street infrastructure fund that throws off $700,000 a year, <br />and the fact that the major road building program has been completed, and the debt incurred thereon will be paid <br />up in a few years. To my knowledge, the only general obligation debt outstanding, other than tif related, is related <br />to the city's �Q or 15 year major road reconstruction program completed several years ago. It would also include a <br />review of the infrastructure policy set up by Ed Burrell back in 1986, I think, that is attempting to build up reserves <br />to replace our 90 million of infrastructure as needed, through the general property tax system. We also need to <br />add in the effects of the recent TIF district decertifications that will be putting up to another $1 million a year at the <br />city's fingertips. <br />What the council needs in order to plan for road work and new facilities is a comprehensive forecast of <br />financial resources either on stream, or coming on stream shortly because of TIF decertifications, and pay off of <br />old debt. It may well be the impact on taxpayers of adding on to City Hall will be minimal, after taking into account <br />these other factors. <br />By way of this e-mail, I am requesting Mr. Miller and the rest of your staff, under your direction, prepare a ten <br />year forecast of financial capabilities, and the effect on a typical taxpayers property taxes based on different levels <br />of expenditures and borrowing. Please apprise the Council of what financial resources they have to work with, <br />without creating a taxpayer's revolt over increases in property taxes. I'm sure if you ask him, Mr. Burrell would <br />also contribute his background, experience, and knowledge of City affairs to lend Mr. Miller a hand. <br />A1 Sands <br />
