In regard to Part II of my request, please advise when I may come in and who
will be providing me with the requested records and a place to sit down and review them.
What I would like to do is select, at that time, which records I would like copies of, if
any, and discuss with you or your designee, whether computer generated documents
would be easier and cheaper than hard copies, depending on the volume, and the
estimated cost.
Through this process, 1 hope to obtain a factual and accurate portrayal of the
city's policies and practices regarding state aid roads in Roseville. With new department
heads on board in the engineering and finance departments, as well as yourself being new
to Roseville, and also with two new city council members elected to the City Council, I
tliink it's a good time to review these policies and practices. I will share my report on
this study with you and anyone else who asks me. I also intend to share my fmdings with
the Rev. Thomas Rasich, Senior Pastor, of Advent Lutheran Church so that he can have
a better understanding of present policies and practices. To put it mildly, he is unhappy
with the pending assessment of $158,000 which Advent Lutheran Church received from
the City on January 23, 2001. I have not been offered, nor will I accept, any
compensation for this study, by anyone. Pm doing it as a self-imposed civic obligation,
and to satisfy myself that the city is behaving ethically and fairly with its citizens,
landowners, and religious organizations. While you and I may come to different
conclusions as to what is fair and ethical, Pm confident we both share that goal.
Please let me know if you have any questions about any of this, or wish me to
come in and visit with you about it. Pm expecting a response on Part I within a week,
and Part II within two weeks. If Pm being unfair or unreasonable, please so advise, and
also let me know when I can expect to complete Part I and then Part II of my study.
Thank you very much for your help and cooperation in this study.
Sincerely,
,-.-----
Elwyn (Al) Sands
