Both the employee and Councilmember will make every effort possible to keep the City
Manager informed of the conversation and the information transferred.
Councilmembers may communicate with and secure information from any city employee about city
business within the same legal constraints. The City Manager need not be informed of the request prior to
the employee providing the information but should be informed concurrently or shortly after the
information is provided to the requesting Councilmember. The City Manager in his or her discretion may
determine if the information should be distributed to other Councilmembers.
Employees with workplace concerns and grievances which cannot be resolved informally should in the first
instance bring the matter to the attention of the appropriate supervisor and the matter will be handled
through the normal chain of command and established grievance procedures of the City. Where the alleged
offender is an immediate supervisor of the employee, the employee may contact the supervisor's supervisor
or Department Head/City Manager or, in the alternative, the City's Human Relations Department or City
Attomey's office. When employees wish to complain about the City Manager they may bring that
complaint to the Mayor or any Councilmember.
