Date: 05/06/02 <br />Item: VL A. <br />Employee/City Council Communication <br />Mission Statement: <br />The Roseville City Council believes there must be an open line of <br />communication for employees to talk to and exchange information with <br />Councilmembers consistent with the City's organizational structure <br />which provides that the City Manager has the responsibility for <br />preparing and recommending a city budget, directing day-to-day <br />operations, hiring and firing personnel, and serving as the Council's <br />chief policy advisor. <br />Roseville's organizational structure specifies that the City Council controls and directs city operations <br />through the City Manager. <br />Within this organizational framework, however, Roseville city employees are free to speak with Roseville <br />City Councilmembers about city issues so long as they do not violate any State law or lawful order (such as <br />laws or orders relating to data practices, grand jury testimony or lawfiil orders relating to an official <br />investigation). Both the employee and Councilmember will make every effort possible to keep the City <br />Manager informed of the conversation and the information transferred. <br />Councilmembers may communicate with and secure information from any city employee about city <br />business within the same legal constraints. The City Manager need not be informed of the request prior to <br />the employee providing the information but should be informed concurrently or shortly after the <br />information is provided to the requesting Councilmember. The City Manager in his or her discretion may <br />determine if the information should be distributed to other Councilmembers. <br />Employees with workplace concerns and grievances which cannot be resolved informally should in the first <br />instance bring the matter to the attention of the appropriate supervisor and the matter will be handled <br />through the normal chain of command and established grievance procedures of the City. Where the alleged <br />offender is an immediate supervisor of the employee, the employee may contact the supervisor's supervisor <br />or Department Head/City Manager or, in the alternative, the City's Human Relations Department or City <br />Attomey's office. When employees wish to complain about the City Manager they may bring that <br />complaint to the Mayor or any Councilmember. <br />
