EXTRACT OF MINUTES OF MEETING <br />OFTHE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />* � �r � � � �r * � � � * * * � � * <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br />of Roseville, County of Ramsey, NTinnesota was duly held on the , 2002, at <br />5:30 p.m. <br />The following members were present: , and the following were absent: . <br />Member introduced the following resolution and moved its adoption: <br />RESOLUTION # <br />Supporting Even-Year City Election <br />Ordinance and Referendum Petition <br />WHEREAS, Even-year city elections will sa�e city taxpayers money; and <br />WHEREAS, Substantially higher voter turnout e�sts in even year elections (1999-36%, <br />2000-91 % 2001-31 %); and <br />WHEREAS, A minority of citizens currently elect the Mayor and Council in even-year <br />elections (1999-36%, 2001-31%); and <br />WHEREAS, Voters will not overwhelm the polling places in even-year elections <br />(98.86% of 1999 voters also voted in 2000, per Secretary of State); and <br />WHEREAS, The focus on local issues seems not to be affected by having even-year <br />local elections (NICMA Election Survey of 7anuary 2002); and <br />WHEREAS, Citizen interest in local candidates seems not to be affected by ha�ing <br />even-year local elections (NICMA Election Survey of 7anuary 2002); and <br />WHEREAS, Even-year elections do not seem to change the level of partisanship in <br />local elections (NICMA Election Survey of 7anuary 2002); and <br />WHEREAS, Ballot error problems do not e�st with modem optical scanners in any <br />election year (City of Roseville, Secretary of State); and <br />WHEREAS, Registration at the polls occurs in every election (Office of the Secretary <br />of State); and <br />
