REQUESTFORCOUNCILACTION <br />DATE: 06/03/02 <br />ITEM NO: VIIi C <br />�.����artr�ent Approval: �� ag� A rove • Agenda Section: <br />i � �I Consent <br />Description: Approval Of Expenditure Of Grant Funds For Twin Lakes Design Consultant <br />1.0 Summary of Request: <br />1.1 In 2001-2002 the City received a$75,000 planning grant from the Metropolitan Council <br />to complete planning work for the Twin Lakes Master Plan. This work COnSistS o f <br />finalizing market conditions for development, create a series of alterative financing <br />concepts for Council consideration, and completing some "15 year visualizations" of <br />Twin Lakes. The Council has requested review and approval before expenditure of grant <br />funds. Staff requests approval to enter into a contract and spend grant funds, not to <br />exceed $10,000, to hire consultant Peter Musty to assist the Community Development <br />Staff in creating the "Twin Lakes Business Park 15 year visualization" process. <br />2.0 Background and Program Goals: <br />2.1 The Metropolitan Council's review of the Twin Lakes Master Planning process and <br />potential for capital or construction funds was turned down last year because the <br />Metropolitan Council's Livable Community Advisory Committee requested more detail <br />before investing in construction projects such as roads. Instead, the Committee awarded <br />the City $75,000 to complete the planning and making future, larger grants for <br />construction more feasible. <br />2.2 The City's participation in the Metropolitan Council's Local Housing Incentive Program <br />provides the City with the eligibility to participate in the Tax Base Revitalization <br />Program, the planning and Demonstration Program Grants, the Loca1 Housing Incentive <br />Account and the lnclusionary Housing Account. <br />2.3 In addition to the $75,000 grant, the City has benefited from that participation with the <br />award of over $47 1,000 in contamination cleanup funds from the Tax Base Revitalization <br />Account, over $300,000 from the Livable Communities Demonstration Account for <br />mixed use projects and over $700,000 as part of the I-35W Corridor Coalition under the <br />Livable Communities Demonstration Planning Account. <br />RCA — Twin Lakes Consultant-Musty 06/03/02 — page 1 of 2 <br />
