3.0 Proposed Program <br />The staff has done research on planning projects that have been successful throughout the Twin <br />Cities. Projects which have been accepted by the market as well as the communities and the <br />funders and investors include: Burnsville's Heart of the City; St. Louis Parks' Excelsior Avenue <br />redevelopment; and Chaska's Cloverdale Neighborhood Housing project. NIr. Musty was <br />involved in a11 three projects providing graphic plans, sketches, and graphic models. His work in <br />Roseville's Twin Lakes Business Park would be similar — giving residents, owners, and the <br />development community a set of improved "visualizations" to understand the master Plan and <br />the details. The proposed work can be completed this summer. <br />4.0 Fiscal Impact <br />The Metropolitan Council's grant pays for this project, not to exceed $10,000. City staff time is <br />limited to providing direction regarding the graphic plans and models, as well as providing <br />background GIS and aerial data. <br />5.0 Suggested Council Action <br />By motion, approve entering into a contract with Peter J. Musty, Urban Design Services, to <br />complete Twin Lakes graphic plans and models based on the approved Twin Lakes Master Plan, <br />after review by the City Attorney and approval by the City Manager.
