7.0 What is the process for establishment of an HRA? <br />(1) Pass a resolution calling and directing the publication of a notice of a <br />public hearing on the question of activating an HRA and authorizing it to <br />function in the City. <br />(2) Publish a notice of the public hearing at least once in a newspaper of <br />general circulation in the City not less than 10 and not more than 30 days <br />prior to the public hearing. <br />(3) Hold a public hearing. <br />(4) Pass a resolution pursuant to Minnesota Statutes, Section 469.003, <br />Subdivision 1, stating the need for a housing and redevelopment authority <br />to function in the City of Roseville. <br />(5) Publish the resolution stating the need for the Roseville HRA at least <br />once in the officlal newspaper of the City, as required by Minnesota <br />Statutes, Section 469.003, Subdivision 2 <br />(6) Provide a certi�ed copy of the resolution of need to the offke the <br />Commissioner of the Department of Trade and Economic Development of <br />the State of Minnesota. <br />(7) Obtain a certificate from the offke of the Commissioner as to the <br />passage of the resolution of need. <br />(8) Mayor recommends list for appointment as the Commissioners of the <br />HRA. Commission members can be comprised of all Council members, <br />all Citizens and/or a combination of both. <br />(9) Council passes a resolution approving the Mayor's recommendation of <br />the Commissioners of the HRA. <br />(10) Once established, the HRA completes organizing documents, including <br />initial organizing resolution designating Chairman and Secretary from <br />among the Commissioners, adoption of by-laws and other rules as deemed <br />appropriate, and taking such other initial organizational steps deemed <br />desirable or necessary. <br />
