REQUEST FOR CITY COUNCIL ACTION <br />Date: Ofi/17/02 <br />Approval: Ci <br />Itei'n Description: Orrdinance amending Section 703.05 regarding Bus Shelter <br />instaUa�i.n�is� (P.F. 3389) <br />1.0 REQUESTED ACTION: <br />r.� <br />1.1 In April, Craig Pier-not, Outdoor Promotions, Inc. (from Denver) presented to the City <br />Council a proposed bus shelter improvement plan along bus routes in Roseville and <br />possibly throughout the 35W Coalition Cities. The applicant is working throughout the <br />Metro Area on similar issues. Staff has prepared ordinance revisions to allow for "bus <br />shelters" as well as "bus benches" to be located along bus routes. <br />PROJECT REVIEW HISTORY: <br />. Application submitted on February, 2002 <br />. No 60 day requirement <br />. Council Review: March-April, 2002 <br />. Staff Review: Approval with conditions -- February and March, 2002 <br />. Planning Commission: Hearing/Recommended Approval (5-O) 7une 5, 2002 <br />. City Council: Action/Approval -- June 17, 2002 <br />2.0 SUMMARY OF REQUESTS: <br />2.1 In April the Community Development Staff requested the Council to provide direction on <br />the following issues: <br />a. Is there further interest in this program of low/no cost bus shelters? <br />b. Should the City work with the Coalition on an overall plan and implementation? <br />c. Should the City begin to update city codes in anticipation of this? <br />d. Should the City work on a contract with the provider/proponent? Must the City <br />solicit proposals or bids? <br />2.2 The Council direction was to work with the applicants and bring proposed ordinances and <br />contractual agreements as one package to the Council for a decision. <br />2.3 The Staff, with help from the city departments and the applicant, has prepared the <br />necessary changes to the City Codes which allows and regulates bus shelters and <br />associated signage similar to the current bus bench regulations. <br />3.0 STAFF AND PLANNING COMMISSION RECOMMENDATION: <br />3.1 The Planning Staff recommended approval of the ordinance as a means of increase <br />accessibility to the public transportation system. <br />PF3389 RCA — 061702 Page 1 <br />
