Plannin� File 3400: Request by Robert `��ilson for a variance to <br />Section 1004.04D5 (Minimum Yard Requirements �- Front Yard Setback) to <br />allow the replacement of an existing carport and deck with an attached <br />garage with living area above for property at 3107 `��est Owasso Boulevard. <br />Chairman Duncan opened the hearing and requested City Planner Thomas <br />Paschke provide a summary of the project report dated June 5, 2002. <br />Robert Wilson has submitted an application for a 13 foot variance to Section <br />1004.02D5 (Yard Requirements - Front yard Setback) to allow the replacement <br />of an existing carport with an attached two stall garage and living space (above) <br />and a variance to Section 602.02 (Parking on Boulevard Prohibited) at 3 107 West <br />Owasso Boulevard. <br />Robert Wilson currently has a carport that lies approximately 23 feet from the <br />front property line. This location (non-conforming to Code) is not uncommon <br />for the homes and detached accessory buildings that lie along this stretch of <br />Owasso Boulevard. <br />In April, 2002, Mr. Wilson applied for a building permit to replace their carport <br />with a two stall ground level attached garage and a second story living space that <br />would lie 17 feet from the front property line or a 13 foot encroachment into the <br />required front yard setback. <br />Thomas Paschke provided letters and comments to the Chair for the record. He <br />recommended the 13-foot variance from Section 602. <br />Chair Duncan read the Joseph Osterbauer, 3 117 W. Owasso, opposition letter and <br />J.R Tate, 3 125 W. Owasso, letter. <br />Member Cunningham asked for clarification of the right-of-way and the size of <br />the garage. <br />Bob Matson, Matson Contracting, representing the owner, clarified tl�at the <br />footprint would be very similar to the e�sting carport. He noted that NIr. Wilson <br />is also trying to reduce the driveway slope. <br />Deb Bloom, Assistant Public Works Director, noted the steep slope, and this is a <br />concem and can be corrected. Her only concern was obstruction of the pathway <br />and roadway and those have been resolved. <br />Member Cunningham asked if the house roofline would change? (No). <br />Chair Duncan closed the hearing since there were no further comments. <br />Member Mulder stated the challenge is the setback; the issue is that more space <br />which could be added on the rear (west) side of the house rather than east side. <br />Thomas Paschke explained that the living area sits further back from the front <br />
