The house was built in 1955 before the <br />City Code. <br />Member Balceman agreed with Member Mulder regarding the big addition, but <br />noted there is no option. <br />Member Peper explained that landscaping might provide another perspective. <br />Member Cunningham felt that the new design adds to the quality of the <br />neighborhood. <br />Chair Duncan explained the need to improve but explained concern with the size. <br />Member Peper said the view of the lake is important, and with the wooded nature <br />of the lot, few will see this. <br />Motion: Member Bakeman moved, seconded by Member Cunningham, to <br />recommend approval of a 13-foot variance to Section 1004.02D5 of the <br />Roseville City Code for Robert Wilson, to allow the replacement of a carport <br />with an attached garage and living area onto the front of the principal <br />structure. <br />Ayes: 3 <br />Nays: l, Mulder <br />Abstain: 1, Duncan <br />Motion carried. <br />Member Mulder opposed because no hardship was shown for the second floor <br />encroachment. <br />Motion: Member Bakeman moved, seconded by Member Mulder, to <br />recommend approval a variance to Section 602.02 of the Roseville City <br />Code for Robert Wilson, to allow residential parking on the driveway within <br />the street right-of-way boulevard, west of the pedestrian trail for property at <br />3107 �Vest Owasso Boulevard, based on the findings of Section 5 and <br />conditions of Section 6 of the project report dated June 5, 2002. <br />Member Mulder supported the new garage and the needed parking for it. <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br />--------- TEN-MINUTE BREAK --------- <br />Member Mulder: Could staff please prepare a workshop on variances and <br />requirements, especially with all the new members?
