Planning File 3401: Request by the City of Roseville for re-affirmation <br />of a Conditional Use Permit for Northco, 1656 Terrace Drive, for use of <br />site as truck terminal. <br />Chairman Duncan opened the hearing on reaffirmation of the original <br />Conditional Use Permit and requested Community Development Director Dennis <br />Welsch provide a summary of the project report dated June 5, 2002. <br />Northco Real Estate Services has requested a reaffirmation of a pre-existing <br />special use permit to continue to operate a truck terminal in an I-2 zone located <br />on a tier of lots south of Terrace Drive and west of Lincoln Drive, west of the <br />Roseville Square Shopping Center. <br />The City Zoning Code was originally adopted as Ordinance 275 in 1959. In this <br />Ordinance, truck terminals were approved by issuance of a Special Use Permit <br />(now called a Conditional Use Permit). The City record keeping was inconsistent <br />in those years — no record can be found of the actual Special Use Permit or <br />Council Action. Staff presumes that a Special Use Permit was issued for the <br />Terminal Building located at 1656 Terrace Drive in 1972 or 1973 because the <br />building is consistent with both the Comprehensive Plan and the Zoning at that <br />time. A building permit was issued for the construction of the building on 4.3 <br />acres in 1973. <br />For record keeping and financial reasons, Northco Real Estate, the current owner, <br />and Clark Brothers Transfer ha�e requested the City provide either a copy of the <br />original permit or a reaffimiation of the permitted conditional use on the site. <br />There being no further comment Chair Duncan closed the hearing. <br />Motion: Motion by Member Duncan, seconded by Member Bakeman, to <br />recommend adoption of a resolution (draft attached), which reaffirms the <br />current truck terminal use on the Northco site, located a 1656 Terrace <br />Drive, as use permitted by a Conditional Use Permit as per Section 1007.03 <br />c4. <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br />Chair Duncan recommended this action to take place prior to the B-6 rezoning <br />decision by the Council. <br />
