by the City Council and Planning Commission. <br />6.0 STAFF and PLANNING COMIVIISSION RECOMMENDATION: <br />6.1 Staff recommended approval of the rezoning of the Twin Lakes Master Plan area from a mix of <br />Industrial (I-1, I-2), Business (B-4, B-1) and Residential (R-1) land use zones to Mixed Use Business <br />Park (B-6) based on the findings in Section 4 and 5 of the project report (06/OS/02). <br />6.2 The Planning Commission held the required hearing on the zoning map change on June 5, <br />2002. Four properiy owners spoke: NIr. Merle Goodmanson (Not aware of planning that has <br />gone on, concerned with traffic impacts along Fairview Avenue and possible commuter line on <br />rail line); Mr. Bruce Carlson (what will happen to e�sting properties and improvements); Mr. <br />Rick 7olley (how will city guarantee a compatible buffer of multi-family and landscaping along <br />border with Brenner Avenue); Mr. Sean Regan (concern for long term use, retail uses; and what <br />to do with pre-e�sting non-conforming truck terminals). SEE TI� ATTACHED DRAFT <br />NIlNUTES FOR DETAILS. <br />6.3 After discussing the issue of pre-e�sting non-conforming uses and the long term nature of the <br />Twin Lakes Planning Process �- estimated to be completed in 15 years — and the te�t of the B-6 <br />zone which allows non-conforming uses to remain as is without expansion, the Commission <br />agreed that the planning of the past three years and the approval of the Comprehensive Plan <br />Amendment adequately set the foundation for the B-6 zoning protected e�sting properiy <br />rights, and required adequate buffering.
