Plannin� File 3359: Request by the Citv of Roseville to rezone the Twin <br />Lakes Business Park from R-1, Single Family Residential, B-1, Limited <br />Business District, B-4, Retail Office Service District, I-1 Light Industrial, <br />and I-2, General Industrial to B-6, Business Park <br />Chairman Duncan opened the hearing and requested Community Development <br />Director Dennis Welsch provide a summary of the project report dated June 5, <br />2002. <br />The City of Roseville is proposing a rezoning within the Twin Lakes Master Plan <br />area from the e�stirig m� of Industrial (I- 1, I-2), Business (B-4, B- 1) and <br />Residential (R- 1) land use zones to Nlixed Use Business Park (B-6). The <br />rezoning would provide land use consistency within the Business Park It will <br />also provide consistency between the Comprehensive Land Use Plan "MiYed Use <br />Business Park" and the City Zoning Code `B-6" zoning district. The Twin Lakes <br />Master Plan area is generally bounded by County Road C2 on the North; <br />Cleveland Avenue on the West; County Road C on the South; and just west of <br />Snelling on the East. (Refer to site map attached and legal description of parcel <br />affected). <br />The current proposal, to rezone the Twin Lakes Master Plan Area to `B-6", <br />assures that future land uses are compatible with the Comprehensive Plan Mixed <br />Use Business Park designation. <br />The Twin Lakes Master Plan is consistent with commercial industrial goals and <br />policies of the City of Roseville as described in Section 3 of the Comprehensive <br />Plan (as revised in January, 2001). The Twin Lakes Plan includes the following: <br />a. Create a buffer to protect and enhance the public enjoyment of Langton <br />Lake. <br />b. Protect the residential neighborhoods with less intrusive land uses. <br />c. Create a livable environment with a m� of compatible uses. <br />d. Create compatibility between uses and building designs in order to <br />encourage new investment, protect and enhance existing value. Minimize <br />the impact of commercial traffic onto residential streets; reduce <br />congestion at main intersections; clean up soil and groundwater <br />pollution.f. Clean up soil and groundwater pollution. <br />g. Provide a range of quality jobs. <br />h. Diversify the tax base. <br />i. Provide a flexible land use plan. <br />j. Locate uses in areas where they can best take advantage of necessary <br />market forces. <br />Merle Goodmanson, 2630 Fairview Avenue, stated that the plan would be good <br />for Roseville businesses. How much more traffic will this create? Will mass <br />transit be placed on the railroad line? There are eleven houses in the area. <br />Dennis Welsch explained the environmental and transit plan. <br />
