� � <br />Request for Council Action <br />Date: July 15,2002 <br />Item Number: VIIL L. <br />Department Approval Manager Approval Agenda Section <br />Consent <br />Item Description: � <br />2002 Law Enforcement Legal Services- LELS Partial Contract Terms <br />Back r.°�: <br />The City of Roseville maintains five wage systems with three collective bargaining units <br />(Law Enforcement Labor Services, Teamsters and International Engineering Operators <br />Union) and the exempt and non-exempt groups. Although wages are provided in five <br />different plans, the City maintains a policy of parity for a11 employees. According to the <br />philosophy, comparablewages and benefits are consistently provided to the five <br />employee groups. In addition, the City benchmarks itselfwith comparable <br />municipalities. <br />The City has yet to settle its contract for the 2002 year with LELS or the Teamsters. <br />During a mediation meeting last week all parties representing the LELS and the City <br />were able to come to an understanding on all but one contract item ( Insurance Article <br />XVIII) for the 2002 contract. The dispute being language for a SO% clause protecting <br />against potential premium increases for the followingyear. <br />Since agreement has been reached on all other contract items, as a good faith measure the <br />City and the LELS wish to put this partial contract into place and only focus arbitration <br />(if necessary) on the one open issue of Insurance language. <br />It is thus recommended that the following LELS contract items be approved for the 2002 <br />calendaryear contract effective January 1, 2002 : <br />1. Wages will increase 3. 75 percent. <br />2. The Longevity Pay schedule will increase 3. 75 percent. <br />3. The Educational Incentive Pay will increase 3. 75 percent. <br />4. The Uniform Allowance Pay will increase 3.75 percent. <br />5. SpecialistPay will adjust to $190 per month. <br />6. No other changes to be made to the e�sting Labor Agreement except the <br />provisions of Article XVIII Insurance either by mutual agreement of the <br />parties or by interest arbitration. <br />
