A1 Sands spoke about deleting Initiative and Referendum power and asked for <br />Council Member comments. Kysylyczyn spoke against deleting Initiative and <br />Referendum from a proposed charter. <br />Kough described his experience with a ward system. He spoke in favor of a <br />citywide, not ward, election system. Klausing described his recollection of the <br />Charter Commission discussion about a ward system. <br />Schroeder supported an Initiative and Referendum power in a proposed charter. <br />Sands spoke to the lack of individual Commissioner activity advocating support for <br />a Charter. <br />Klausing asked Commissioners a) why they thought the Charter lost, and b) <br />whether they think the Charter document itself should be amended before possibly <br />being referred back to voters. Johnson, Sands and Kysylyczyn responded that they <br />thought there was not adequate or accurate public information about the Charter. <br />Marilyn Silvis spoke in favor of Initiative and Referendumpowers. <br />Kough spoke in favor of a minimal basic Charter. <br />Johnson asked about the timeline for getting the item on the ballot this November. <br />Kysylyczyn suggested that the Charter not take effect until January 2004. <br />Kysylyczyn suggested that Charter Commissioners who did not favor a Charter <br />should resign.
