The 20 year program of pavement maintenance, resurfacing and reconstruction, <br />together with associated drainage projects w i 11 be �tarted at once. <br />2. A 1 1 roadways would be evaluated, and a rating gener<ted. Said ratings <br />would be grouped into three categories. Ratings between 56 and 100 would <br />be termed "adequate'. Ratings between 36 and 55 wot�ld be termed "marginal". <br />RaGittg between 0 and 35 would be termed "problem". <br />3. The program would'be implemented by neighborhoods wYenever possible. The <br />selecting and prioritization of work for such neightorhoods would be done <br />by the council. <br />4. The City objective <br />less within 8 years <br />inoie than 10%. <br />STREET RECONSTRUCITON <br />is to reduce the amount of "problem" streets to 10$ or <br />and thereafter to hold the "Qrot lem" peresntage to no <br />5. In order to accomplish the objective, the City w i 11 undertake a program of <br />street reconstruction that would reconstruct all thE 28 miles of "problea" <br />streets within an 8 year period. These and subsequE nt projects would be <br />initiated by council initiative if necessary. <br />6. The staff w i 11 send letters to adjacent streets in ,, neighborhood advising <br />them that a problem roadway is to be done. This wi: 1 allow them to consider <br />if they desire to petition for their street to be d� ne at the same time. <br />7. The frontage street rating w i 11 be used to establisl� the actions and <br />priority when reconstruction is the required action Side streets will <br />be done in conjunction with their associated fronta�:e streets. <br />8. The city w i 11 accept petitions for the reconstrueti+�n of "marginal" streets <br />if they are signed by at least fifty percent of the involved frontage. <br />This is being done because they would be done anpwa;� during the program <br />period. These streets would be assessed at the sam�; rate as "adequate" <br />streets. The City, however, may for fiscal purpose:. defer the reconstruction <br />of such "marginal" projects for street reconatrueti�m, <br />g, "Adequate" streets that petition after December 31, 1986 would be accepted, <br />but the petition is to be signed by at least twp•tr.,rds of the involved <br />frontage. The City may, however, for fiscal purpos�.s defer the reconstruction <br />of such "adequate" projects. <br />10. The city will accept petitions for street reeonstr�iction from any street <br />until December 31, 1986 and consider its aQpropria�,eneas based on the <br />typical aspects being used until this date. <br />11. All reconstruction of streets which are done durinl; a construction year <br />�( w i 1 1 be consolidated together at assessment time to produce a singls <br />�- residential assessment rate (regardless of width, ;.iubbase problems, or <br />proportion of frontage vs. sidelot , etc ,) <br />12. The assessment policy as established in Resolution 7506 would remain <br />unchanged except for eliminating the 22%rate poss:�bility, <br />
