Overlays would only be done on "marginaLA or "problem" roadways having <br />uniform asphalt and base sections, approved drainage system, aad <br />sugfio�,eat strength to make an overlay effective and effiaient. This <br />results in only these streets that have machine layed pavemeat �d concrete <br />curb and gutter being eligible for overlays. 'These projects would be <br />staff initiated only and petitions would not be aoaspisd. it is—estimated <br />that an average of less than one mile per year would be overlay through <br />the first eight years and between two and three miles p� year thereafter. <br />15. Special priority is to be given to overlay the eligible streets while they <br />are still in the "marginal" category to avoid tt�ei,r deteriorating into the <br />"problem" category. <br />16. Priority w i 1 1 be given to eligible overlay pro jeota 1n the neighborhoods <br />receiving the reconstruction program that year. <br />�7. Overlays for other streets that are not in that year�s programmed � <br />neighborhood area would be scheduled based on that sCrseL �s rating and <br />traffic. <br />18. Assessments will not be made for the overlaying of streets. These <br />pro,�eats would be considered a maintenance item. <br />rFnT. COATING <br />1g. Seal coating for all roadways in the "adequate" and #ml+�i��l,� categories <br />would ooaur at as high a level as practical. The problem"roadkays would <br />be seal ooated at a lesser levei to maintain reasonable usefulness. <br />(See maintenance plan dated September 18, 1986. ) <br />20. Priority w i 11 be given to eligible seal coating pro jeets #r� the aeighbor- <br />hood reaeiving the reconstruction that year. <br />PATCHING <br />21. The roadways in the °�roblam" category w i 1 1 be patched when necessary by <br />using the "mini�um" le s s expensive patch technique. (See maintenance <br />plan dated September 18, 1986.) <br />22. The roadways in the "marginal" and "adequate" eategories wOUld be patched <br />when necessary by the "pramium" patch technique. (see maintenance � <br />plan dated September 18, 1986.) <br />23. Priority w i 11 be given to patching those streets in the neighborhoods <br />receiving the reconstruction program that year. <br />
