Overlays would only be done on "marginaLA or "problem" roadways having uniform asphalt and base sections, approved drainage system, aad sugfio�,eat strength to make an overlay effective and effiaient. This results in only these streets that have machine layed pavemeat �d concrete curb and gutter being eligible for overlays. 'These projects would be staff initiated only and petitions would not be aoaspisd. it is—estimated that an average of less than one mile per year would be overlay through the first eight years and between two and three miles p� year thereafter. 15. Special priority is to be given to overlay the eligible streets while they are still in the "marginal" category to avoid tt�ei,r deteriorating into the "problem" category. 16.
