ManagerApproval: Agenda Section: <br />CONSENT <br />�ri�ti�n' Llivable Communities DemonstrationApplication <br />Twin Lakes Business Park <br />1.0 ReauestedAction <br />1.1 City staff is requesting authorization to submit a grant application within the Metropolitan Livable <br />CommunitiesDemonstrationProgramfor assistance in the construction ofthe Twin Lakes Parkway. <br />2.0 Backaround <br />2.1 Since 1996, the Metropolitan Council has provided funding to innovative proj ects that promote a <br />livable community under the Livable Communities Demonstration Program. <br />2.2 According to the Metropolitan Council, livable communities are oriented toward a transit- and <br />pedestrian-friendly environment in neighborhoods with a mix of uses essential to daily life of the <br />residents including housing, workplaces, shops, parks and civic uses. Livable communities foster a <br />sense of place and community, where interaction and participation in the community can occur. Land <br />uses are compact and connected, encourage walking and transit use, and accommodate both the car <br />and pedestrian in a pleasing and interconnected manner. <br />2.3 There are $6.75 million in available funds for the 2002 cycle. Applications are due July 15,2002 and <br />a supporting resolution by the local unit of government is required to followby August 15,2002. If <br />the proj ect is approved for funding, the city would be required to enter into a cooperative agreement <br />with the Metropolitan Council and funds would be available in 2003. <br />2.4 As part of this funding cycle, staff is recommending the submission of an application that would <br />request $1,000,OOOto apply towards the construction of the Twin Lakes Parkway. <br />3.0 Annlication Request <br />3.1 The Twin Lakes proposal includes the phase I construction of the Twin Lakes Parkway beginning <br />at Cleveland Avenue up to the Indianhead site. This phase includes the purchase of road right of <br />way which is currently on the market. <br />3.2 The construction of the Parkway is critical to improving the access to the interior of the 275-acre <br />area and encouraging the market-driven redevelopment of the underutilized parcels. The Parkway <br />will serve as the gateway to Twin Lakes because it will provide direct access to the reconfigured <br />I3 5 W ramp on Cleveland Avenue. In addition, pathways along the Parkway and through the sites <br />will improve connections between the future office uses, multifamily residences, and Langton <br />Lake. <br />RCA — Livable Grarrt Authorization 2002 - Page 1 of 2 <br />
