4.0 StaffRecommendation <br />4.1 Staff believes that the application for Twin Lakes will be received favorably at this time by the <br />Metropolitan Council for a number of reasons. The Twin Lakes future land use scenario has a <br />substantial housing component and plans for a mixed use, integrated environment that will serve <br />residents and employees well and meet the stated goals of the Metropolitan Council. The Alternative <br />Urban Areawide Review is complete for Twin Lakes and theprocess for rezoning theproperty in the <br />area is underway. In addition, the US EPA has granted $500,000 in cleanup dollars that may be <br />appliedto the Twin Lakes Parkway. The City of Roseville has shown its funders that it is committed <br />to the redevelopment of Twin Lakes and is poised to initiate the construction of the Twin Lakes <br />Parkway. <br />4.2 Staff recommends approval of the attached resolution authorizing the application for the Livable <br />CommunitiesDemonstrationAccount Program forthe Twin Lakes Parkway, with the understanding <br />that if the grant is approvedby the Metropolitan Council, staffwill return to the City Council for final <br />approval. <br />5.0 Su��ested CouncilAction <br />5.1 By resolution, authorize the application for the Livable Communities Demonstration Account <br />Program for the Twin Lakes Business Park Proj ect to provide gap funding for the construction of the <br />Twin Lakes Parkway Phase I to spur the redevelopment of a livable, mixed-use business park. <br />Preparedby.
