Kysylyczyn moved, Schroeder seconded, to appoint the <br />Mayor to be the Editor-in-Chief of the Roseville WRAP <br />Discussion ensued among all Councilmembers about the <br />motion. <br />Roll Call, Ayes: Schroeder and Kysylyczyn. Nays: <br />Maschka, Klausing and Kough. Motion fails. <br />IIL Hearings <br />A. Street Assessment Hearing <br />Kysylyczyn moved, Schroeder seconded, Schroeder's <br />July 12th Assessment Policy Proposal with the following <br />amendments to the proposed motion on pg. 3 of that <br />document: <br />. that the remaining Larpenteur Road Project <br />assessments be zeroed out; <br />. that the City's current developer requirements, <br />establishing 100% developer responsibility for <br />project-related infrastructure improvements, <br />remain unaffected; <br />. that Schroeder's proposed 25% assessment rate for <br />commercial and residential properties applies to <br />County-State Aid roadways (CSA) as well as <br />Minnesota-State Aid (MSA) roadways. <br />Schroeder then sumrnarized his proposal. <br />Kough asked for clarification about developers' <br />responsibilities. He also asked about sidewalks on city <br />streets. <br />Kysylyczyn asked for Public Comment. <br />. Al Sands: If people request, they pay.
