City Council Minutes — 07/1 5/02 <br />Page 7 <br />MSA streets, he supports Schroeder proposal. As <br />to MSA streets, City has been double-dipping. <br />City is making a profit on roadwork. He supports <br />billing to utility customers rather than <br />assessments. <br />. Pastor Thomas Basich: Asked questions about <br />Advent Lutheran's pending assessment and <br />expressed thanks to Mayor Kysylyczyn, <br />Councilmembes Kough and Schroeder, Al Sands, <br />and members of the community. <br />. Dick Houck: Expressed concerns about staff in <br />light of Al Sands' comments. <br />There being no further speakers, Kysylyczyn closed the <br />public hearing. <br />Klausing spoke to the principles he supported in an <br />assessment policy. He spoke against the motion based <br />on logic and fairness. <br />Maschka described his view of the purpose of <br />assessments. He spoke against the motion based on <br />those purposes. <br />Schroeder described his view of the purpose of <br />assessments. He spoke in favor of the motion based on <br />those purposes. <br />Miller was asked to address Sands' comments. Miller <br />said he found no evidence of double-dipping and that <br />Roseville's road building and accounting practices are <br />similar to other cities. <br />Sands reiterated that the City has double-dipped. <br />Kough stated an assessment is a tax and he won't assess <br />or tax churches. <br />Maschka commented on the assessment policies of <br />neighboring cities. <br />
