City Council NTinutes -� 07/1 5/02 <br />Page 8 <br />Kysylyczyn spoke in favor of the motion. He cited the <br />need for compromise, fairness and candidate disclosure. <br />Roll Call, Ayes: Schroeder, Kough, and Kysylyczyn. <br />Nays: Maschka and Klausing. <br />Kysylyczyn asked Scott if an assessment hearing were <br />necessary for the Josephine and Owasso projects. Scott <br />indicated that he found no legal need for an assessment <br />hearing if there were going to be no assessments. <br />IV. Land Use <br />V. Reports & Recommendations <br />A. Street Assessment Policy Decision Street Assessment <br />City Council Action taken in Agenda Section IIL A., <br />above <br />VI. Organizational Business <br />A. Seek Council Guidance Regarding a Process for Commission <br />Replacing a Planning Commissioner and for Vacancies <br />Appointing Public Works and Police Civil Service <br />Commissioners <br />Kysylyczyn moved, Schroeder seconded, per the motion <br />distributed at this time, to change Rule 10 of the <br />Council's Standing Rules of Procedure, as follows: "The <br />Mayor shall review and select one or more members to <br />serve as liaisons to outside boards, associations, or joint <br />powers organizations. The Mayor shall interview and <br />make all appointments to Council citizen adviSOl'V <br />committees, subcommittees, or task forces except as <br />specified by law or ordinance. Selections may be rejected <br />by the full Council within 30 days of appointment." <br />Klausing asked about the scope of the proposed rule <br />change. Kough asked questions about the effect of the <br />proposed rule. Kysylyczyn spoke in favor of the motion. <br />Roll Call, Ayes: Klausing and Kysylyczyn. Nays: <br />Kough, Maschka and Schroeder. <br />
