<br />c. ST-7l-8 consisting of the installation of storm <br />sewer facilities and their appurtenances in the <br />area of the village generally bounded by Trunk <br />Highway 36, Grandview Avenue, Victoria Street <br />and Lexington Avenue. <br /> <br />2. Banister Engineering Company has submitted preliminary <br />reports with reference to the foregoing improvements advising the <br />Council in a preliminary way that said improvements are feasible <br />and should best be made as a combined improvement. Said reports <br />are hereby approved and shall be placed on file in the office of <br />the Village Manager. <br /> <br />3. The village Council hereby finds, determines and declares <br />that the improvements described above shall, in accordance with <br />the report of Banister Engineering Company, be instituted and <br />conducted as a single combined improvement in accordance with <br />Minnesota Statutes, Chapter 429. <br /> <br />4. Said combined improvements are hereby designated Combined <br />Improvement of 1971, Series 2. <br /> <br />5. The Council shall meet at the community room in the <br />Har-Mar Shopping Center, in said Village on March l6, 1971, at <br />7:30 o'clock P.M. for the purpose of holding a public hearing on <br />Combined Improvement of 1971, Series 2, under and pursuant to the <br />provisions of Minnesota Statutes, Chapter 429, and the Village <br />Manager is hereby authorized and directed to cause notice of the <br />time, place and purpose of that meeting to be published twice in <br />the official newapaper, The Roseville Sun, which publications shall <br />be a week apart, and the second publication shall not be less than <br />three days before the date of the hearing. Pursuant to Minnesota <br />Statutes, Section 429.03l(1), notice shall also be mailed to the <br />owner of each parcel within the area proposed to be assessed not <br />less than ten days prior to such hearing. <br /> <br />6.
