B . <br />Department ApprovaL Manager Reviewed: Agenda Section: <br />Hearings <br />Item Description: Public Hearing for County Road C Reconstruction- Phase I and County <br />Road C Streetscape- Phase I. <br />Background: On July 22 the City Council accepted the Feasibility Report and ordered the Public <br />Hearing for the County Road C Streetscape Project and County Road C Reconstruction Project. <br />Phase I of these projects is from Long Lake Road to the East Snelling Service Drive. Copies of the <br />completed feasibility report are available from the Engineering Department. <br />City Proiect P-02- 16 Countv Road C Reconstruction <br />In 2003, Ramsey County proposes to reconstruct County Road C. They have dedicated federal <br />funding to finance part of the proposed project. As a part of their application for federal funding they <br />included a higher level design for the street. As requested by the City, this includes concrete curb <br />and gutter, colored crosswalks, colored concrete in the medians, sidewalks, some landscaping and <br />pedestrian lighting. Consistent with the Ramsey County cost share policy, after Federal Funds are <br />applied, all of these elements of the road reconstruction project are shared costs with the City of <br />Roseville. <br />At the July 22 meeting it was requested that staff investigate the cost for replacing the lattice towers <br />with monopoles similar to those used east of Lexington Avenue. Xcel energy estimated this <br />replacement cost to be at $600,000/ mile. Since there are 7 towers that are in this reconstruction <br />area, this cost is appro�mately $86,000/ tower. It is likely that if only one tower were to be <br />replaced, this price would be higher. <br />Staff recommends that we proceed with County Road C Reconstruction project and fmance this <br />project as outlined in the feasibility report. <br />Citv Proiect M-01-12 Countv Road C Streetscape <br />In anticipation of this road reconstruction project the City of Roseville prepared a Streetscape <br />Framework Manual that identifies aesthetic improvements for the County Road C corridor that <br />would help revitalize this "main street". In the feasibility report staff presented 3 different levels of <br />design for the streetscape project. <br />The Council directed staff at the July 22 meeting to work with DSU to develop a modified level of <br />design. The City Council requested that we not include non- functional streetscape elements and <br />intensify the landscaping to be on par with what is proposed in the Framework manual. This new <br />modified design achieves a majority of the Framework Manual's goals, and integrates the Council's <br />comments. <br />
