Since that time the first two phases of development have been completed with the support,
commitment and financial assistance of the Roseville Central Park Foundation. Since the inception of
the Arboretum the Central Park Foundation has placed it as a high priority on the list of projects to fund.
The next logical Arboretum development areas include improvements to the Celebration WaIklFountain
Area/Front Entry /Parking Area as well as a Japanese Garden. The total capital cost for the three
project areas is projected at approximately $300,000. The Central Park Foundation is eager, willing,
and capable and as a Board has approved moving ahead with the projects, yet this summer/fall.
As the Muriel Sahlin Arboretum develops it provides a beautiful, serene area in our park system for
citizens to enjoy. Much of the capital development that has occurred over the years has been the result
of the Central Park Foundation, donations and sponsorships. The maintenance and operation rests
with the City Parks and Recreation Department. Currently the M&0 is being accomplished by the
existing Park Maintenance Crew and as the Arboretum develops the need will exist to increase
maintenance capabilities.
The Muriel Sahlin Arboretum is the type of facility that requires very detail grooming in order to provide
the best possible experience for its guests. In future budgets (2004) it would be prudent to consider, at
minimum, the addition of a six month seasonal position at the cost of approximately $14,000 per year.
Other future cost considerations may be equipment such as utility vehicles, specialty edger's, etc., at
this time existing park equipment is being used. Please keep in mind that potential revenues from the
rental of the facility will help to offset some expenses.
All capital costs associated with the proposed project will be paid for by the Roseville Central Park
Foundation. This is consistent with their mission and historical perspective. The capital improvements
become property of the City of Roseville and therefore there is an associated M&0 cost that will be the
responsibility of the City.
Monte Johnson, President of the Central Park Foundation, is willing to present the Muriel Sahlin
Arboretum plan to the City Council on September 23 and ask for their support for the proposed project
now and in the future.
• Page 1
C:Docurrents and SettingsVfargaretDT_ocal $ettjpgg\TetTlpt)rdry Internet Files\OLKA7Arb.dev. planmemo702.doc
