REQUEST FOR COUNCIL ACTION <br />DATE: 08/12/02 <br />ITEM NO.: V. D. <br />Department Approval: 1�Ianager Reviewed: Agenda Section: <br />Reports/Recommendations <br />Item Description: Resolution approving Agency Agreement for Minnesota Department of <br />Transportation Limited Use Permit. <br />Background: This Rice Street Sidewalk segment would connect the e�sting Rice Street <br />sidewalk north of Minnesota to the e�sting sidewalk south of County Road B. Staff received <br />Community Development Block Grant funds of $55,000 to fund this sidewalk segment. This is <br />scheduled for construction this fa11. A portion of the pathway is within the right-of-way of Trunk <br />Highway No. 36. State statutes require that the City acquire a Limited Use Permit for the <br />operation and maintenance of a sidewalk facility within Mn/ DOT right-of-way. <br />This short infill segment will connect regional pathways north and south of Highway 36 at the <br />easterly edge of the City. There currently is relatively hea�y pedestrian use of the boulevard <br />along this side of Rice Street, which has created a dirt path of sorts. <br />Financial Implications: The limited use permit is for the purpose of constructing maintaining <br />and operating a sidewalk within the right-of-way of Trunk Highway No. 36. The costs for trail <br />construction and maintenance have been budgeted. <br />Policy objectives: By approving the attached agreement, the City will be allowed to operate and <br />maintain the Sidewalk within Mn/ DOT right-of-way. <br />REC01�I1�IENDED COUNCIL ACTION: <br />Adoption of a resolution approving a Limited Use Permit agreement between Mn/Dot and the <br />City of Roseville to operate and maintain the Rice Street Sidewalk within 1VIn/ DOT right-of- <br />way. <br />Prepared by: Debra Bloom <br />
