F. <br />Agenda Section: <br />Reports/Recommendations <br />Item Description: Staff is seeking Council direction regarding the 2002 Leaf Pickup Program. <br />Background: The City of Roseville has provided a curbside leaf pickup service to Roseville <br />residents since 1970. In 1997, the City adopted a fee for service system to help minimize direct <br />costs to City operating budgets. The City would incur costs of $35,000 to $40,000 to <br />clean streets and catch basins in the fa11 if a leaf pickup program was not offered to residents. <br />Policy Objectives: To provide an effective, cost efficient leaf disposal program resulting in <br />reasonable costs to a11 residents of the City and to minimize environmental and/or drainage <br />impacts to the storm sewer drainage systems. <br />Financial Implications: Adequate funding is a�ailable within the 2002 Storm Water fund based <br />upon previous year's costs, including charging a$10 user fee for the service. <br />Staff Recommendation: Staff is seeking direction from Council on how to proceed with this <br />year's program. Planning for the leaf pickup program requires substantial administrative time <br />and communications with residents. The planning process begins in August in order to ensure <br />participation opportunities for residents, preparation of the equipment utilized during the pickup, <br />and securing adequate manpower (full time employees and seasonal workers) to perform the task. <br />RECOMMENDED COUNCIL ACTION: <br />Provide staff direction on the 2002 Leaf Pickup Program. <br />Prepared By: Frank Gaillard, Public Works Superintendent <br />
