G. <br />Department ApprovaL Manager Approved: Agenda Section: <br />C <br />Reports & Recommendations <br />Item Description: Authorization to Enter into a Joint Powers Agreement with the City of Little Canada <br />Background <br />Minnesota State Statute 471.59 authorizes political subdivisions of the State to enter into joint powers <br />agreements (JPA) for the joint exercise of powers that are common to each. Over the past year, the City of <br />Little Canada and the City of Roseville have held on-going discussions in regards to the sharing of <br />management information systems support. <br />The City of Roseville currently employs two full-time employees (three were budgeted, pending the <br />addition of new JPAs), to administer the City's information systems. In addition, the City also maintains <br />joint powers agreements with five surrounding cities to provide similar support, although on a lesser basis. <br />The proposed JPA with the City of Little Canada is similar to the other Agreements. <br />Discussion Items <br />In an effort to ensure periodic, part-time computer and technical support services, the .City of Little Canada <br />wishes to engage the City of Roseville in a joint powers agreement. Staff believes that the City of <br />Roseville can provide the technical support desired by the City of Little Canada without compromising <br />services to Roseville. However, Staff is anticipating the need to hire an additional employee at some point <br />in the near future. Funding for the additional employee would come from revenues derived from the JPAs. <br />The attached JPA has been approved by the City of Little Canada and is awaiting approval from the <br />Roseville City CounciL The JPA has been reviewed and approved by the City Attorney. <br />Budget Impact <br />Both the existing, and proposed JPAs provide non-tax revenues to support City operations. The hourly <br />rates charged to other cities are appro�mately twice the total cost of the City employee. (Yet substantially <br />lower than could be obtained from private companies -hence the value to other cities is greater). <br />No immediate budget impact is anticipated. Pending Council approval of this JPA, Staff will evaluate the <br />need and available funding sources to determine whether to recommend the hiring of a third employee to <br />provide information systems support. <br />Council Action Requested <br />Approve the Joint Powers Agreement with the City of Little Canada for the purposes of providing periodic, <br />part-time information systems support. <br />
