APPROVAL FOR POLICE DEPARTMENT TO PROMOTE AN <br />INTERNAL PATROL OFFICER TO SERGEANT; APPROVAL FOR <br />THE POLICE DEPARTMENT TO HIRE AN ENTRY LEVEL PATROL <br />OFFICER TO MAINTAIN FULL SWORN STRENGTH <br />The Roseville Police Department is currently budgeted for seven, full time sergeants. In April <br />2002, one sergeant retired and to date the open sergeants position has not been filled. <br />Coupled with the duties of a patrol officer (i.e., one sergeant made 8% of the departments DWI <br />arrests in 2001), the sergeant is required to supervise the activities of police officers and others in <br />the areas of patrol, crime prevention, criminal apprehension, training, planning, records, reports, <br />identification, traffic, traffic accident investigation/prevention, public education, public relations, <br />criminal/non-criminal investigations (both juvenile and adult). <br />An open sergeant position on any of the departments three shifts results in a shift being without <br />the benefit of a sergeants experience for a minimum of three days in a nine day cycle. <br />The position of sergeant is one of the few career advancements for patrol officers that this <br />department offers. If the department is approved to fill the already budgeted, open sergeants <br />position, it is interesting to note that there are six Roseville patrol officers who will apply. <br />PROPOSED ACTION <br />Allow the police department to internally promote a patrol officer to the open, already budgeted <br />position of sergeant. <br />Allow the department to hire an entry level officer to fill the open patrol officer position due to an <br />April 2002 retirement. <br />FINANCIAL OBLIGATION <br />None. Neither the promotion of sergeant nor the hiring of an entry level patrol officer increases <br />the departments allocated 2002 budget. <br />STAFF RECOMMENDATION <br />Authorize the promotion of an internal officer to the position of sergeant; authorize the hiring of an <br />entry level officer to fill the open patrol officer position due to an April 2002 retirement. <br />COUNCIL ACTION REQUESTED <br />Authorize the promotion of an internal officer to the position of sergeant: authorize the hiring of an <br />entry level officer to fill the open patrol officer position due to an April 2002 retirement. <br />
