REQUEST FOR COUNCIL ACTION <br />DATE: 8/1 9/02 <br />ITEM NO.: V. B. <br />Department Approval: 1�Ianager Reviewed: Agenda Section: <br />� <br />Reports/Recommendations <br />Item/ Description: Reject Bids for SW-01-14 Rice Street Pathway project. <br />Background: This Rice Street Sidewalk segment would connect the existing Rice Street sidewalk north of <br />Minnesota to the e�sting sidewalk south of County Road B. Staff received Community Development Block <br />Grant funds of $55,000 to fund this sidewalk segment. A Public Hearing was held April 9, 2001, where the City <br />Council authorized the project. We obtained the easement needed for the pathway last winter, and developed final <br />plans this Spring. Bids were solicited during the month of July. The bids for this project were opened on <br />Wednesday, July 17, 2002. <br />The apparent low bid was submitted by LS Black Constructors, Inc, with a bid of $67,552.80. This bid exceeds <br />the grant amount. Bid prices exceed staff estimates for this project. Staff recommends rejection of the bids <br />received. <br />In order to construct this pathway, City Staff will break up the project into individual tasks, solicit bids from <br />contractors, and put together a work plan that will be within budget. Once we ha�e bids for each task within the <br />project, we will bring it to the City Council for approval since the total project cost will be over $5000. <br />Financial implications: We received two bids for this project. The following is a list of the bids <br />received: <br />BIDDER AMOUNT <br />L. S.
